That's exactly what it means. Instead of your car being kept inside an individual container, it is stored below deck but openly. This is not an option for all countries (some require sealed containers) and it may not be a good idea if you have a collectible or one-of-a-kind vehicle, but it can certainly save you some money if that's what you're after.
