In addition to the foreign registration, you will need the carrier’s original bill of lading for customs clearance, the bill of sale and all other documentation about the car.

A DOT form HS-7 and EPA form 3520-1 will need to be filled out declaring the safety and emissions provisions under which the motor vehicle is being imported. To meet all emission requirements in the U.S.A., a motor vehicles engine compartment must bear a manufacturer’s label (in English) that attests to this fact.   Also, the port of entry Customs inspector may require proof of eligibility if the car does not have this label.

All vehicles that do that not meet USA emission requirements must be imported using an independent commercial importer (ICI) unless a car is eligible for exclusion or exemption. The EPA will not allow release a car to its owner until all ICI work is completed.  In addition, the ICI is responsible for meeting all EPA requirements and performing all required EPA modifications.

Keep in mind that ICI's costs can be very high.  License plate/Tag and driver’s license requirements are another matter that you should be concerned about when making your arrangements.
